We fund dissemination, not gatekeeping. Our charges cover real costs of publishing; our editorial decisions are never influenced by payment. Where ability to pay would block valuable scholarship, we offer waivers or discounts. Everything below is public, auditable and written to satisfy indexing services and funder transparency requirements.

What the APC Covers

Our charges cover real costs of publishing to ensure quality, accessibility, and long-term preservation.

Editorial Handling & Review

Coordination, editor compensation (if applicable), and system maintenance for peer review.

Manuscript Production

Professional copyediting, formatting, and typesetting of PDF article version.

Hosting & Preservation

Website maintenance, long-term hosting, and archiving services.

Payment & Financial Terms

When and how payment occurs

  • Invoice issued to the corresponding author or designated institution after final acceptance and completion of proofs.
  • Payments must be received before DOI assignment and final publication (unless alternate arrangements are agreed in writing).
  • Accepted payment methods: bank transfer (SWIFT/IBAN), UPI / Indian bank transfer, international credit card / PayPal.

Refunds & cancellations

  • Before Publication: If withdrawal is requested after payment, a partial refund of 75%** may be issued, after deducting a 25% non-recoverable processing fee.
  • After publication: No refunds except in exceptional circumstances (e.g., publisher error resulting in duplicate publication). All refund decisions are documented.

Waiver & Discount Policy

Ability to pay does not prevent publication of sound research. Waivers are transparently and fairly granted.

Eligibility for Waivers & Discounts

  • Automatic Full Waivers: For authors based in countries on the World Bank Low-income list. (Classification date: Jan 2025).
  • Substantial Waivers (50–100%): For authors from Lower-middle income economies, assessed case-by-case based on need.
  • Partial Discounts (25–50%): For authors from Upper-middle income economies with demonstrated hardship.
  • Hardship/ECR Waivers: Full or partial waivers for early-career researchers, independent scholars, or documented funding denial.
  • Invited Articles: Full waivers may be granted for solicited editorial board contributions or invited articles (documented).

Note: Waivers do not guarantee acceptance. Peer review decisions remain entirely independent of financial status.

How to Apply

  1. Tick the waiver request box on the submission form (recommended for speed).
  2. Alternatively, email contact@uarpublisher.com with the required documentation.
  3. Submit the request preferably at submission or within 3 days of initial acceptance.

Waiver Application Fields (Required)

  • Manuscript title and journal name.
  • Corresponding author name, affiliation, and country.
  • Type of waiver requested (full / partial).
  • Reason and brief supporting documentation (e.g., institutional letter, grant denial, personal statement).

Discounts & Incentives

Reviewer Discount

Recognized reviewers may receive a one-time 20% APC discount for contributions to peer review. Applicable to the first accepted article after review service.

Editorial Board / Invited Authors

Discount or full waiver as per the specific editorial policy for solicited contributions.

Institutional Agreements

We negotiate institutional pre-payment or transformative agreements. Eligible institutions will be listed publicly on this page when agreements are active.

UAR Publisher charges transparent Article Processing Charges (APCs) that are invoiced after acceptance. APCs cover editorial handling, production, DOI registration and long-term hosting. Waivers and discounts are available for authors with demonstrated need; waiver decisions are made independently of editorial review. We publish an annual APC & waiver report to ensure accountability.
